A Bold Step Towards Efficient Healthcare in Namibia
The Ministry of Health and Social Services (MOHSS) is taking a giant leap towards decentralizing healthcare services, a move that promises to revolutionize the way healthcare is delivered across the country.
Decentralization: Unlocking Efficiency
The MOHSS has officially transferred several critical functions to Regional Councils (RCs), including disease prevention, health promotion, and community-based social welfare services. This shift also encompasses curative services, pharmaceutical stock management at regional levels, and even the management of capital projects and general maintenance of health facilities.
During a recent gathering in Windhoek, Dr. Esperance Luvindao, the Minister of Health and Social Services, highlighted the strategic importance of decentralization. She emphasized that Namibia's vast size, despite its relatively small population, necessitates a more localized approach to healthcare management.
"To enhance efficiency and effectiveness, we must think strategically. Breaking down healthcare into smaller, more manageable groups will ensure better control and quality of care," Luvindao explained.
Accountability and Vision 2026
In the presence of regional leaders and government officials, Luvindao stressed that decentralization is not just about transferring responsibilities but also about fostering accountability. With Vision April 2026 on the horizon, a health sector transformation initiative, regions must take ownership of their healthcare systems.
"Vision 2026 aims to improve the quality and accessibility of public healthcare facilities. For this vision to succeed, regions must embrace their new roles and responsibilities," she added.

James Sankwasa, the Minister of Urban and Rural Development, acknowledged the challenges that come with decentralization. He noted the potential administrative obstacles and the need for a seamless transition.
"As we take on these new responsibilities, we must be prepared for the political and administrative challenges that lie ahead. I commend the MOHSS for taking this bold step and look forward to working together to overcome any hurdles," Sankwasa stated.
